Drivers Licence Booking System To Be Introduced In South Africa
The South African government has embarked on a nation wide revamp of the booking system for obtaining a drivers licence. The current system has been under scrutiny for the past 2 years and all its shortcomings are going to be replaced by the new and improved system. List of Testing centres in South Africa
A lot of people find it very difficult to book for a test mainly because of the large backlog and corruption within the issuing offices. The proposed system will have a completely functional booking system that will allow testing centres in Johannesburg, Cape Town and Durban to manage their own bookings. Thus the provinces will have less pressure as this does away with a central booking call centre. New system will be introduced for 2007
The booking system will be introduced nationwide by the end of 2006
According to The National Road Traffic Act (NRTA), anyone aspiring to get a Learners Licence (LL) or Driving Licence (DL) shall only be able to this at a authorised Driving Licence Testing Centre (DLTC). The testing centre will need to be graded as well
The Driving Licence Testing Centre will assess the application and if it meets with the requirements the person applying for the licence will issued with a date and time to be tested for the exam applied.
There will be no standardised scheduling of the Learners Licence and Drivers Licence tests. All the scheduling will be done manually, living the whole booking system open to human mistakes and corruption. Some DLTCs are known to make fake appointments for groups of applicants, and then replace some of these openings with real applicants at the time of testing.
A call centres booking system is currently being implemented in Gauteng - This system is not robust as it fails to offer a total solution to the issues associated with booking for a learners and drivers licence.
The new system will be build to solve such problems and create a much more efficient booking structure for Learners Licence and Drivers Licence appointments.
Benefits of the New Licence Booking System
1. It works together with the the existing eNaTIS driver transactions.
2. It will be available all over South Africa.
3. Uniform processes will be implemented.
4. The system is fully expandable to carter for applicants at other Driving Licence Testing Centres.
5. Block bookings done by driving schools will be done away with.
6. There will be no misuse of bookings
7. The applicant will not know which examiner will be conducting the test, thereby eliminating corrupt activities such as bribes.
8.It makes sure that all resources are used efficiently and effectively.
All the examiners will only be given the list of applicants plus the test times a day before the test day. The test will not be done unless it has been paid for in full by the applicant.
Replacing a applicant with another applicant with not be possible because of the robustness of the system. Thus fraudulent activities by examiners and applicants will be eliminated.
All activities done on the system will be audited and be presented to the powers that be.
